COUNCIL PROCEEDINGS – APRIL 14, 2008

CITY OF STACYVILLE

Mayor Harold Isaac called the regular April meeting of the Stacyville City Council to order at 7:30 p.m. on Monday, April 14, 2008, with council members Gervin Halbach, Roger Brumm, Paul Halbach, and Roger Hemann present.  Absent was Walter Carter.  The Mayor then welcomed all guests and called for approval of the meeting agenda.  Hemann moved to accept the agenda, seconded by Brumm and carried. Hemann moved to accept the minutes, seconded by P. Halbach and carried.

Terry McCarthy of Yaggy Colby was present to discuss with the council various topics.  He stated that the new chemical pumps are installed and working fine except on the few occasions when both wells are pumping at the same time.

Carter arrived at this time.

McCarthy said that the Water Improvement project is on hold until the archeological survey is completed.  The contractor, Skyline Construction, knows of this delay.  The Industrial Park project is waiting for the Bond Attorney to give his opinion to USDA.

There are a few small jobs concerning the water department that need attention.  Carter moved and Brumm seconded to have Mark Heimer set up the following three jobs, which are a new water service to Andy Johnson and Doug Adams and have a new water valve installed in the water main at the corner of North Broad and Spring Street.  All voted aye.

Steve Weis asked the council for their help in establishing a disaster shelter for the City of Stacyville.  Numerous buildings were mentioned, but the Community Center was the most logical choice at this time.  It was thought that it would be a good idea to get generator backup at that building.  Weis will be talking to Red Cross to get some help from them.  The council thanked Weis for his involvement in this worthwhile project.

Jerry Gerbig asked the council for permission to have an outside band from 8:00 PM till midnight on Saturday May 10 at his place of business.  P. Halbach moved and Hemann seconded to give Gerbig permission to have the band that night.  All voted aye.  Gerbig stated that this request was for only on May 10 and if he wanted to do it again, he would come back to the council.

The St Ansgar School district will no longer be providing bus service from Stacyville to the pool in St.  Ansgar this summer.  The council felt that providing activities for the young kids was important.  It was estimated that the total cost to the City will be about $2600.  G. Halbach moved and Carter seconded to provide the funds for a driver and the cost of the bus to transport kids from Stacyville to the pool in St. Ansgar this summer.  All voted aye.

There was a request to have a flagpole at City Park.  The Council stated that there was one at the school that was not being used and gave permission to move that flagpole to the Park.

[Financial Report available from City Clerk.]

The next regular meeting will be held on the second Monday, May 12, 2008 at 7:30 p.m.

Motion to adjourn at 8:55 by Hemann second by Carter and carried.

Harold Isaac, Mayor                                          Harlan Bisbee, City Clerk
